The information provided in this webpage is from public sources, stating the education and experience of the many scientists, administrators, and other government officials involved in citrus canker research and the CCEP.

During the program, the program was administerd by the Deputy Commissioner of Agriculture, Craig Meyer. He reported to Bob Crawford until late 2001, when Charles Bronson became the Commissioner.

Neither Governor Chile nor Bush were key participants in the operation of the program. However, both governors signed key legislation, giving the FDACS additional powers to enter residential properties to destroy both infected and healthy trees.

The names and titles of some of the key participants are listed below, as they were during the eradication program.

Many of the key participants have retired from government service. Almost without exception, the key participants have long records of experience in challenges with Florida agriculture and governmental oversight responsibilities.

State Officials

Governor Lawton Chiles (Jan 1991 to Dec 12, 1998).

Governor Chiles attempted to have the citrus industry pay for the cost of the CCEP by using some of the box tax money. Governor Chiles likely approved the moratorium, which stopped healthy tree cutting for a year.

Gov. Chiles passed away on Dec 12, 1998. Buddy MacKay served served until Jan 5, 1999 until Gov Bush was sworn in.

Governor Jeb Bush (Jan 5, 1999- Jan 2, 2007).

The initial policy announcements on the eradication program came from the Commissioner of FDACS which was Bob Crawford until Jan 30, 2001, then Terry Rhodes until May 2001.

Commissioner Charles Bronson was appointed Commissioner in May 2001, and was elected in November 2002 and re-elected in November 2006.

Commissioner Bob Crawford was a Democrat who was popular with both Republicans and Democrats for his strong support of Florida's agricultural industry. He was considered for a position in both the Clinton and G.W. Bush administrations.

He left the position of Commissioner of FDACS to be Commissioner of Citrus in 2001, and then in 2004, resigned from the Department of Citrus.

Unfortunately, I do not have a biographical profile to post to this page for Commissioner Crawford.

Division of Plant Industry- Officials and Scientists

A number of key participants have retired. Richard Gaskalla defended the CCEP in public forums held in Miami, West Palm Beach and Broward. He had been Assistant Director of the Division and a member of the Technical Advisory Committee during CCEP. He retired in May 2015 after 40 years of public service.
